DIALOGUE

Role-playing: social drama Ukraine-EU

In modern role-plays and trainings social and psycho-dramatic techniques are intended to improve effective behavior of individuals or groups under stress and help them to gain experience otherwise unobtainable.

Social drama is a role-play designed to manage group interrelations and collective worldview; it is a drama for individuals tackling problems of a social unit–be it a group, state, community, or humanity. Social drama is used for reproduction and research in operations of task forces–teams, organizations, national/international systems; therefore it can be used for the study, diagnostics, planning and verification of possibilities of a society for the subsequent realization.

Initiating our dialog “Role-playing: social drama Ukraine-EU”, we invite all players concerned to choose any past, present or future role of ours in the European Community and try to interpret it from the point of view of an average European, European state leader, or a high-up official working with the European Union. We would like to estimate our own possibilities and aspirations today and in 10, 15, 20 years, when the questions of European integration of Ukraine may acquire a new format.

The integration of Ukraine into the EU is a topical issue. But it is for the first time in the post-Soviet period we have inaugurated the all-Ukrainian PROJECT: Project Europe. And it means new vistas for us. It means, that there is a ripening civil effort and maturing of our country negotiating the stage of strict negation / ignoring / and tilting at windmills and proceeding towards making of our own country. It is a real value now and a real role for millions of our fellow-citizens.

In the meantime:

  • integration is a painstaking and slow priority work for Ukraine;

  • the entry of Ukraine into the EU is a long-term perspective; therefore the analysis of the future prospects of the European Union and its internal economic and political relations is needed. Ukrainian polity and business are entitled to know and understand problems and contradictions within the EU; moreover, they need to know things that are going inside the EU, as well as to contemplate the contextual way it works;

  • the current wave of euroeuphoria hampers discussing the possible changes awaiting Ukraine on the way to the EU, nobody weighs pros and contras, and nobody allows for inevitable risks which may lead to serious disappointments. Are we ready to become the citizens of the metropolitan EU in 10-15 years?

  • eurointegration looks rather as a business and diplomatic strategy. However, social strategy as its major constituent is absent.

Treading the way of integration in EU, Ukraine is expected to find answers for the following questions: What is the virtual contribution of Ukraine to the Europroject? Why should the EU be interested in our membership?

Meanwhile neither the EU, nor Ukraine has a concept of this contribution, although nobody prevented Ukraine from offering the EU both its resources and projects. But in order to make the best offer possible Ukraine has to change its status of a suppliant both on the inside and outside. This, possibly, is the most difficult role for us to learn; the sooner we make it, the sooner Ukraine can get its chance to show its possibilities to contribute to the development of the European Community. And we need to discuss this role inside our country in the first place.

Now Ukraine is facing the task of mastering the experience of the EU members in defending its own national interests on the way to mutually acceptable compromises.

However, a wonderful eurofairy-tale can become a fact only when Ukrainian business becomes a customer of the eurointegration of Ukraine and economy of Ukraine is ready to become a part of euroeconomy. Our entering into the EU will be posing an uncertain outcome until Ukraine diversifies its relationships with the EU countries developing them both on the state and corporate level. According to the statistics, after the entry of the CE countries into the EU, the trade of Ukraine with the EU left the former leader–CIS countries–behind. Thus, the EU becomes the most important trade partner of Ukraine. These relations need to be developed and stimulated; Ukraine should make this part an alter ego, if the state administration not only declares its eurointegration intentions, but also intends to realize them.

The goal of entering the EU may be an additional resource for consolidation of internal forces and tackling of “orange revolution” contradictions. Ukrainian regions should actively participate in forming and realization of the policy of integration into the structures of EU and establishing direct relations with the regions of the EU members.

In course of time EVERY citizen of Ukraine should feel the advantages of eurointegration and realize himself/herself a European. Every one of us should try this role of a European today. You just try and come to like it. Is it feasible? Will it be a life of ease for a European of Ukrainian descent?

The deliberate information policy of Ukrainian elite furthering the translation of information resources and messages from the EU and up to creation of a common information area is not a dictate of time, but a vital necessity as well. Another major task / role for the Ukrainian administration consist in strengthening of European values in counterbalance to the post-soviet nostalgia and hiking-to-Europe consumerism. However, Ukrainian top brass should also make up its mind and feel like designing a new lifestyle, establishing new European mechanisms of functioning of the state and its co-operation with society, and paving the way for speedy modernization of Ukrainian society.

The main thing is this hike towards the EU should not become one more bluff of the newly established elite trying not to carry out internal reforms. It should not be backing away from internal problems employing external prospects having no future.

At the height of Cold War father of modern sociometry Jacob Levi Moreno ventured an idea of the direct dialog of two world leaders, Eisenhower and Khrushchev, using the exchange of roles, dubbing-in and mirroring practiced in sociopsychodrama. Moreno had already used the technique to manage social conflicts, prevent global oppositions and wars.

Our tasks are not as critical, though no less meaningful. Today Ukraine has to deal with the issues of European integration, status of the market economy country, visaing facilitation, WTO membership, creation of free trade zone, and congruence with European structures. There is a lot to be done about our legislation, living standards, adoption of the best achievements of European and world science and culture, putting social and political life in good order. It needs to be done for our benefit, and not the EU.

Maybe, it is our main and best role…

Tymoshenko is positive that Ukraine will become a member of the EU (15-04-2005 12:27), Expert-center

Prime-Minister of Ukraine Yuliya Tymoshenko believes that Ukraine will become a member of the European Union.

In her interview for the BBC world service Yu.Tymoshenko said that “the enthusiasm with which the President and government of Ukraine had got down to work will necessarily lead to success.”

“If there are no internal problems in the EU, and European Constitution referendums are positive about its adoption, I believe that all nations of European Union will support Ukrainian membership. I believe, because I see how European countries receive our president today. Politicians in democratic countries listen to their people; therefore I conclude that Ukraine will join EU for the mutual benefit very soon and organically,” she said.

However, she couldn’t be more precise about the timing. “It is rather difficult to say. One should monitor the events in the Union. To my mind, in Ukraine there are no political, legislative, or territorial obstacles hampering our entry into the European Union,” Yu.Tymoshenko said.

Expert opinions
„The workforce migration from Ukraine should not be treated only as the problematic social phenomenon”

“After us the world must become better!”
Igor Kahanets, Editor-in-Chief of Perekhid IV Magazine
The pecuniary aid of childbirth produces but a short effect. You need better instruments to stabilize demographic situation: people should understand the sense of life once again, necessity of childbirth and upbringing of new generations which must become better than their predecessors, confidence in their future etc.

Our ministry must help all families, but in the first place we should socialize asocial families
Ella Lamakh, Head of the Family Department of the Ministry of Ukraine of the problems of young population and sports

Iryna Prybytkova, Leading Expert of the Institute of Sociology of the NAS of Ukraine, Doctor of Economy, Prof.
We need to realize that our depopulation is not a specific Ukrainian phenomenon and the same is underway in all European countries. It is a result of transition of Ukraine to the new historical type of reproduction of population with a low death rate and low birth-rate, and transforming institute of the family.

“In Ukrainian cities birth-rate slide slows down”
Iryna Petrova, Head of the Management-and-Marketing Department of the University of Economy and Law “Krok”, Doctor of Economy

Liubov Stelmakh, Head of the Population Statistics Dpt. of the Derzhkomstat of Ukraine

The state should use strict social planning to control demography
Les Doniy, political scientist
Life is worthless both for politicos and Ukrainians. The former only mirror a social disposition.

Demography is secondary. Economics is primary.
Volodymyr Bohdanov, sociologist
Power tends for self-preservation. To this end it may be satisfied even if there remain no Ukrainians at all. Its humanity, well-wishing, and understanding is illusive. National degeneration isn’t a matter of concern, but of interest only.

People survive, if they want to
Les Herasymchuk, culturologist
Ukraine is not dying out; there is a kind of stabilization of the quantity of population in relation to real socio-economic, political and legal terms. At the same time we should realize that present socio-economic, political and legal institutes are a result of modern Ukrainian civilization, and not of conspiracy of public officers, parties etc.

“Nation will not degenerate”
Natalia Foygt, Candidate of Economy, Manager of the department of demographic potential recreation of the Institute of Demography and Social Studies of the NAS of Ukraine
The orange revolution events have distracted us from tackling problems of ageing population and economic and social adaptation to future existence under conditions when almost half of population will be past the working age limit and will not be able to work.

Fight for every child
Ella Libanova, Doctor of Economy, Corresponding Member of the NAS of Ukraine, Deputy Director for scientific problems of the Institute of Demography and Social Studies of the NAS of Ukraine
Ukraine has no choice but to struggle for every child, for every birth. It is not a matter of overcoming the existing limit of 47m; a newborn can balance the scale of age.

We need a radical program to shift from material on spiritual production
Serhiy Krymsky, Ph.D.
Every kind of activity is based on a psychological culture, in particular, economic activity motivation: what is there in raising money? If you go about the spiritual development, you should motivate people to work.

“Reform focuses attention on personal interests today”
Mykola Pukhtynsky, Chief Manager of the Local-Self-Government-of-Ukraine Relief Fund under the President of Ukraine, Academician of the Ukrainian Municipal Academy
The main flaw of previous attempts to reform our administrative-territorial system consisted in the idea that reform can be conducted without term finance. And it is impossible, because it needs heavy financing.

„Reform should be started from the organizing role of local administration”
Natalia Shymanska, Deputy of Kyiv City Rada, President of Yu. Paneiko Fund for Local Democracy and European Integration
We cannot fail again after so many unsuccessful attempts of reformation of local authorities. I think this reform should not be done hotfoot meeting popular aspirations about advantages and benefits from changes. For this purpose reform has to quit corridors of power. Only when every citizen understands and it feels benefits of its implementation, s/he will make it her/his personal business. Only then it may be workable.

„Orange revolution” created very favorable conditions for radical transformation of public administration”
Olexandr Demyanchuk, Candidate of Physico-Mathematical Sciences, Associate Professor, Head of the Department of political science of the National University „Kyiv Mohyla Academy”
The main characteristic of this reform consists in an attempt to change the system and principles of government, and not only executive power, as it was foreseen by the administrative reform of the late 90s.

“I am sure that this reform will be realized, and I am sure that it will be substantially reworked”
Vira Nanivska, Director of the International Center for the long-term studies
It seems that except for the narrow circle of experts even the top brass has no clear vision of the outcome of reform and the objective of territorial agglomeration.

Olexandr Syniookiy, Vice-Chairman of the Advice Board of the Laboratory for the initiation of bills
Today there are many developed economies in Europe going without ATR. Some of them realized reforms during a considerable period of time; e.g. Poland took a decade and huge funds to make it.

“I’d rather liquidate public administrations in oblasts, leaving districts alone”
Andriy Duda, Associate Professor, Academy of municipal management, Candidate of sciences
Districts control separatism in Ukraine. Those were districts that always rescued Crimea; they are directly accountable to the Cabinet and President of Ukraine; therefore they always supported central power.

“The Orange Revolution-2004 has paved the way for the ATR”
Volodymyr Kampo, Department Head, Academy of municipal management, Prof.
Without regard for the heavy resistance of the have-beens and new opposition, when the new power keeps close to people, the ATR is a possibility. The main thing is to control the opposition playing with the lack of information in the society.

Europe: from loose confederation to a federation of a new type
Volodymyr Fesenko, political scientist, Head of the Center for applied political science "Penta"
The EU is not an empire in the strict sense. The point is every empire is structured according a hierarchical model. The EU hierarchy is of another sort. Indeed, in Europe there is a core, periphery, and semi-periphery; nevertheless, the development of the new members is heavily subsidized At the expense of core countries.

Unfortunately, in Ukraine people have no clear picture of the EU
Inna Pidluska, President of the Fund „Europe: 21st c.”

European membership aspiration is not a must
Volodymyr Nikitin, Doctor of culturology, Deputy Director for development of the International center for the prospective studies
The EU fails to digest the consumed meal. Therefore, in the short term Ukraine will not serve a “dessert”. Especially as after admittance of Ukraine the EU will but collapse.

Without social partnership there is no way to Europe

Our jobbers make $440m per month. Half of it they send to their families in Ukraine. And no statesperson as much as thanks them; however, it is a powerful investment into Ukrainian economy.

Ukrainians should go about solving their own problems in order to become an equitable dialog partner for our European neighbors.

«We have already had the European life under the FSU»
Anatoliy Hutsal, First deputy director of the National institute of international security problems
For many our citizens the EU orientation means nostalgia for soviet times, when the FSU boasted the same Byzantine bureaucratic and normative system which is now slightly democratized in the EU.

Lada Lesya Roslytska, International public law jurist, independent security expert
We live through a wonderful time of Ukrainian teenage democracy. However, to join to Europe, Ukrainians should mature inwardly.

Olexandr Maiboroda, Doctor of History, Ethnopolitology Department Head, Institute of political and ethnonational studies of the NAS of Ukraine
Economic, social structure and value scale of modern Ukrainian population are different from European ones. It would suffice to go over last year's polling of our population about its attitude toward European civilization.

EU influence is beneficial. But not as if by magic.
Ian Kochi, Director of the Schindler Ukraine office
We look alike: in both our countries there are groundless expectations, a desire to make somebody else responsible, the EU in particular. But we need to understand that the EU will help if there is a desire and possibility to cooperate; it will drag nobody in by force.

Before the last expansion the EU was a successful project
David Lane, Prof., Emmanuel College, Cambridge
The west is skeptical about expansion eastward, now when Ukraine is taken into account. Poland and Ukraine are considered the US agents of influence which can destroy the EU political unity.

Ukraine needs Europragmatism
Valery Chaliy, International Projects Manager, Razumkov’s Center
The main question for Ukraine is how to get ready. The admission to the EU as it is is not to blame for the basic losses; the crux of the problem is we are not ready to enter the European market, our economy and administration need updating, and our citizens are not happy about it.

“The integration into the EU from the point of view of influence on the economy, is more important than deliberations about pros and contras”
Igor Burakovsky, Doctor of Economy, Director of the Institute of economic studies and political consulting
There are expert competitiveness data showing that the free trade zone between Ukraine and the EU may be effective. Moreover, we can evaluate the effect. However, positive effects cannot be realized automatically; there should be a way to use them.

“Ukraine as it is of no avail for the EU”
Yaroslav Zhalilo, President of the Center for anti-crisis studies
Ukrainian standards and regulations will conflict with European norms, as well as business and management which can disillusion people about European integration.

EU is a pretty baby of Cold War
Yaroslav Matiychyk, expert working with the Strategic-and-Security-Studies Team, student of the Marshall Center (Garmisch-Partenkirchen, Germany)
If Brussels politicians want to provide for the history perspective of European Community, they have to realize that Ukraine may do without the EU indefinitely long, while the EU (as a kind of interim state) cannot.

Middle class is the “eurolocomotive” of Ukraine
Victor Nebozhenko, political scientist
The importance of Ukraine in the EU equals that of Albania, Portugal or Poland. It will never join the “center”, even if its deputies vote in European Parliament. That is the price to pay.

Ukraine is a key ground for modification of the EU architecture
Vadym Karasiov, Director of the Institute of global strategies
The road of Ukraine to the EU leads through the changing EU architecture, emerging contours of the “Big Europe” taking into account the EU leeway into Eurasia. Orientalization of Europe drifting eastward into mainland Eurasia gives Ukraine a chance to participate.

We are seemingly not that distant from the European Union
Olena Zerkal, Director of the State department for the adaptation of legislation
In the first place, Eurointegration is an economic notion; therefore it is impossible if there is a disparity of laws and varying rules of market behavior. European markets will remain closed for us if we do not standardize our legislative norms European way.

“Ukraine needs new solutions”
Tanteli Õ. Ratuvuheri, political scientist
If Ukrainians tread the well-trodden way, they will become the second best; they can top the list only if they are inventive. Ukrainians should not so much look for Europe at home, as reprogram the EU and prove their real efficiency.

“The world respects tough powers, which can stand up for them”
Rostyslav Pavlenko, Executive Director of the School of political analysis at the National University “Kyiv Mohyla Academy”
On the one hand, European structures are rather conservative, on the other hand, they very bureaucratic and usually follow the determined procedures and designed plans. Therefore there’s no sense to hope that the change of administration can change the attitude toward Ukraine all at once.

Going to Europe, we choose a new empire
Andriy Fyodorov, Deputy Director of the European institute for integration and development
The imperial absorption is a powerful and blind force; therefore Ukraine may well enter the plans of future eastward expansion of the European Union down to the border with China.
