Is there any «light» at the end of regional «tunnel» or who is interested in the problems of local self-government?

The political reform, the fruits of which our country is reaping now, has moved the problems of regions aside. Only a few people recall the 2nd stage touching on local administrations. This political reform has both intensified the existing problems and generated new ones.

It is hard to change the mentality of leaders, their habits, and make them believe that regions need self-dependence. Many local resources are either misused, or nobody knows about them. Otherwise everything will but change for the better.

The local self-government needs more power. From the soviet times we have inherited extreme centralization. There are no Derzhplan and party committee already, but the centralization is still there. Moreover, the devolution is a must. In fact, the city rada can not pass a decision without being okayed by the oblast. As yet the local authorities enjoy no independence.

The resources closest to people must have the priority backing to be the most effective. Secondly, only the state structures should go about public affairs. Thirdly, the state must control the legality and constitutionalness of acts of the local organs of self-government.

To make reforms effective, Ukraine needs cosmetic changes in Constitutions. We also need the powerful ministry of regional development for successive and detailed work on the development of depressed regions; they will be far fewer by then, because now almost entire country is depressed
