It is hard to change the mentality of leaders, their habits, and make them believe that regions need self-dependence. Many local resources are either misused, or nobody knows about them. Otherwise everything will but change for the better.

There are no Derzhplan and party committee already, but the centralization is still there. Moreover, the devolution is a must. In fact, the city rada can not pass a decision without being okayed by the oblast. As yet the local authorities enjoy no independence.
