New social contract: to be or not to be?

Once again Ukraine approaches a crux of its history; and this time it is a crucial point indeed: the extent of potential ruin outweighs moral taboos and common sense priorities. The social contract kept changing during the short history of independent Ukraine; and we will but experience it again. And improved legal framework is not the way out. We should revise relations between government and people and promote mutual responsibility. But who will be the impeccable arbiter today will undertake the role of severe, impartial and incorruptible arbiter in this boring controversy Power vs. People?

Future presidential and parliamentary elections we are preparing for will be rather special; it is a kind of political transition to the soft changing of elites; not revolutionary, but evolutional, like alternation of generations.

To my mind, the social contract should be based on civil responsibility. It is also important to determine the proper base of the agreement: state, nation, or individual. In fact, the promoted priority of political hierarchy is a question of minor importance; because the political system will be workable if they manage to describe in detail civil rights and freedoms as well as a mechanism of inevitable punishment for their violation.

Public organizations, wake up!

Stability is not the absence of inflation, but the long-term inalterability of a social contract. Such condition envisages laying cards upon the table. That is why small, but stable states (i.e. the states with stable social contract) join the EU, and we do not.

Convening Constituent Assembly is a viable idea

The constitutional aspects comprise the role of citizens in adoption of constitution when politicians cannot arrange things. Meanwhile some democratic countries have a precedent of constitutional assembly. It makes constitutional provisions not for politicians, but for all people. Therefore they elect proper experts, who are qualified to write a constitution; thereupon they dissolve the assembly and for some time its members cannot participate in government structures. I think it is a viable idea; however it needs a mass movement to implement it, and in the meantime I see nothing like it.

Every political force gains backing confusion and domestic crisis. Therefore one can practically prove how bad are living conditions under this president, under this government, and how good they were in the past, or how wonderful they may be in future under another political force.

Only creative, free and equal people can come to an agreement…

Social contract is a spiritual contract, acknowledgement of one’s talents, ability to understand on one’s own what the world will look like in the nearest century setting an example for the rest.

It has been 20 years now that the state power of Russia and Ukraine have no social contract

Neither Russia nor the West is interested in disintegration of Ukraine now. Therefore the changes will go on both outside and inside, but Europe cannot afford losing the power supply lines or risk involving in Ukraine making issues. In fact, on a large scale, we have no idea if the Yugoslavian problem has been finally tackled. That was the state which Europe had created and destroyed later; and the aftermath is still unknown. And I do not think that someone will try and unleash anything of the sort.

We can be patriots of our homeland, and not to of Ukraine as the state governed by unpopular political regime. I am convinced that common existential priorities will be on the agenda. In fact, the depression is linked with self-realization. If the bureaucracy blocks the access to self-realization niches, people will emigrate to where these niches are easily available.

Ukraine is a unique state existing not due to co-operation of population and government, but due to permanent face-off with rulers. This territory does not comply with recognized rules, standards, or traditions; people live here in a state of permanent confrontation with top brass, be it the Cabinet of Ministers or house management. Therefore, fighting against the state Ukraine becomes hardened.

You need a civil project to make a successful state

The public opinion poll data show that one third of Ukrainians would like to emigrate. While there are so many odd men out, the state is doomed. Any contract should be based on trust. If one party quits, all construction collapses.

Without popular choice of the President people will be a social contracting party no more

People confer powers on politicians as a result of elections, and not during public polls. The passive legitimization of power may consist in a hush-hush consent to pursue non-resistance lines with the power. As a poet put it «people keep silent*», which means they passively accept this power.
